Expands NYC Board of Education from 15 to 23 members effective August 15, 2022, including five members elected by community district education council presidents (one from each borough) and 13 mayoral appointees.

Requires mayoral appointees to include at least one parent of a child with an individualized education program, one parent of a child in a bilingual/English as a second language program, and one parent of a child in a district seventy-five school or program.

Creates a city-wide council on district seventy-five with 11 voting members (9 parent-elected, 2 appointed by public advocate) and 1 non-voting high school senior to advise on special education services and issue annual reports on district seventy-five effectiveness.

Increases community district education council voting members from 11 to 12 and adds a second non-voting high school student member; adds one voting member who is a parent of a district seventy-five student elected by parents of such students.

Mandates the Commissioner of Education conduct a comprehensive review of NYC school governance by December 1, 2023, including public hearings in each borough and recommendations to the governor and legislature.
