Prohibits manufacture, distribution, transportation, importation, sale, and lending of semiautomatic rifles in New York State, with exceptions for law enforcement agencies and military forces.

Establishes a private cause of action allowing any person (except government employees) to sue violators for injunctive relief, statutory damages of at least $10,000 per violation, and attorney's fees at the highest forum rates available.

Eliminates filing fees for plaintiffs bringing claims but requires defendants to pay triple the ordinary filing and motion fees.

Bars common legal defenses including ignorance of law, constitutional objections, reliance on overruled court decisions, and third-party Second Amendment claims unless specific standing requirements are met.

Sets statute of limitations at the greater of six years from the cause of action accruing or five years from discovery, and makes the law retroactive effective thirty days after enactment.
