Establishes a nine-member task force to address issues facing black people since the end of slavery and develop solutions for equitable positioning in education, economic development, and other fields.

Task force members appointed within 90 days: three by the governor, two by the assembly speaker, two by the senate temporary president, one by the assembly minority leader, and one by the senate minority leader.

Members must be especially qualified through education, training, or experience, particularly in African-American studies, and shall elect a chairperson from among themselves.

Task force may hold hearings, access state department and agency information, and state entities must cooperate with information requests to the extent permitted by law.

Task force must submit written findings and recommendations to legislative leaders and the governor by January 1 of the second year following the act's effective date.
