Requires drivers' licenses and renewals to display a distinguishing mark indicating the licensee has a permit to carry a concealed firearm, in a form determined by the motor vehicle commissioner.

Prohibits the commissioner from charging different fees for licenses issued to permit holders versus non-permit holders.

Authorizes the commissioner of motor vehicles to access the statewide concealed carry license database for the purpose of identifying permit holders to include the required distinguishing mark on their licenses.

Takes effect immediately upon enactment.
