Establishes a bystander reporting program requiring each municipality in New York to create a process for citizens to report suspected stolen, false, or fraudulent license plates to local law enforcement.

Requires municipalities to make reporting programs available online and post information including vehicle details, license plate numbers, investigation timelines, and guidance on gathering supporting documentation.

Provides bystanders who file complaints leading to convictions 25 percent of any resulting fines issued under Penal Law Article 80 for disclosure of information or evidence not previously in the authority's possession.

Allows municipalities to enter into joint service agreements with other municipalities to collectively implement the bystander reporting program requirements.

Takes effect 180 days after becoming law, with municipalities required to publish online descriptions of their bystander reporting programs and best practices by that date.
