Amends State Finance Law Section 22-a to require the Director of the Budget to include all written agreements between the governor and legislature relating to budget appropriations in the synopsis submitted to legislative committee chairs.

Requires the Director of the Budget to submit the synopsis within thirty days of receiving appropriation requests from state departments, divisions, and offices.

Mandates that written agreements between the governor and legislature be published on the public website of the Division of the Budget.

Adds this requirement to existing synopsis content that includes appropriation schedules, departmental priorities, and major fiscal year changes or initiatives.

Takes effect immediately upon enactment.
