Amends Criminal Procedure Law Section 182.20 to add Orleans County to the list of counties where defendants may appear electronically in criminal actions.

Allows electronic appearances at court proceedings other than hearings or trials, at the court's discretion, when the chief administrator of courts authorizes such use.

Requires the defendant to consult with counsel and provide on-the-record consent for each electronic appearance.

Takes effect immediately upon enactment.
