Requires cemetery corporations to carry liability insurance covering claims from death or bodily injury resulting from collapse of monuments, embellishments, or markers on plots, in amounts determined adequate by the cemetery board.

Mandates licensed engineer approval prior to grave excavation, construction or installation of mausoleums, vaults, columbariums, and other construction or maintenance activities involving heavy machinery.

Establishes consumer complaint process requiring the Division of Cemeteries to contact complainants within one business day and cemetery corporations to respond within fourteen calendar days, with option to escalate complaints to the cemetery board for investigation.

Requires cemetery corporations to notify plot owners at least fourteen days before construction or other activities that would impair privacy and dignity of burial plots.

Requires cemeteries maintaining burial sections for specific religious or ethnic traditions to remain available for grave openings and interments outside normal business hours when required by religious traditions, with additional costs chargeable to persons requesting such services.

Mandates appointment of religious inspectors in consultation with community members to ensure cemetery compliance with applicable religious and ethnic burial rules and regulations.

Requires cemetery corporations to disclose soil conditions under cemetery lots and plots to purchasers, including groundwater and other defects that may substantially impair the soil.
