Establishes the "New York Open Water Data Act" requiring six state agencies to create an integrated water data platform by January 1, 2024, including the Department of Environmental Conservation, Department of Health, Department of Agriculture and Markets, Canal Corporation, NYC Department of Environmental Protection, and Cornell University's Water Resources Institute.

Mandates development of common water data standards and publicly accessible platform for collecting, organizing and distributing state and local water data on streamflow, precipitation, groundwater, water quality, water use, water rights, and ecological systems.

Requires all water research undertaken with state funding to comply with the common data standards and best practices established by the agencies.

Directs agencies to submit annual plans to the governor and legislature by September 1, 2024, and each subsequent year detailing water data needs, goals, targets, budgetary resources, and performance metrics.

Authorizes funding through appropriations and allows the state to accept grants, gifts and bequests to support implementation of the act.
