Junk dealers and scrap metal processors cannot receive detached catalytic converters from individuals without recording the transaction details, seller identity, vehicle license plate, ownership statement, and photographs of the seller and converter.

Catalytic converters from motor vehicle recyclers must have stock numbers and include written statements with stock numbers and vehicle identification numbers, along with photographs of the recycler's employee and their license.

Catalytic converters from motor vehicle repair shops must have stock numbers and include written statements with stock numbers, vehicle information, registration numbers, and service receipts, along with photographs of the shop's employee and their license.

Individuals selling catalytic converters may only sell one per day, and dealers must pay only by check held for collection no earlier than the third business day after purchase.

Junk dealers and scrap metal processors must submit weekly sworn statements to state police detailing all catalytic converter transactions in an electronic format prescribed by the superintendent of state police.
