Prohibits offering rides to the public on vehicles drawn or pulled by carriage horses, effective 180 days after enactment.

Removes all references to horse-drawn cabs from New York City licensing and regulatory provisions, including sections governing owner licenses, inspection cards, and license plate requirements.

Requires horses being retired from rental horse businesses to be sold or donated only to private individuals or animal sanctuaries/protection organizations under signed assurances they will be kept solely as companion animals and cared for humanely for life.

Eliminates work hour requirements, rest period rules, vacation requirements, and speed restrictions that previously applied only to carriage horses, retaining standards only for riding horses.

Repeals all sections of administrative code specifically governing horse-drawn cab drivers, including suspension and revocation provisions for cab drivers.
