Adds new criminal contempt in the second degree offense for violating court-ordered supervision conditions including curfew violations, entering prohibited locations, absconding from supervision, possessing firearms or weapons, and tampering with electronic monitoring equipment.

Creates criminal contempt in the first degree offense for committing criminal contempt in the second degree (new subdivision 8) while previously convicted of aggravated criminal contempt or criminal contempt in the first or second degree within the preceding five years.

Establishes absconding from electronic monitoring supervision while still in possession of monitoring equipment as a form of escape under penal law.

Expands criminal procedure law provisions regarding arrest and bail/remand determinations to include the new criminal contempt offenses in sections 510.10, 530.20, and 530.40.

Permits law enforcement to arrest individuals for criminal contempt in the second degree, first degree, or aggravated criminal contempt under section 140.10 of the criminal procedure law; takes effect immediately and applies to all existing orders of protection.
