Establishes the Municipal Asbestos Abatement Grant Program administered by the Department of Environmental Conservation in conjunction with the Department of Health and Department of Labor to provide financial assistance to municipalities for asbestos abatement in vacant or abandoned commercial properties.

Requires the program to include definitions of eligible projects, matching grants for approved projects, eligible municipalities, state and municipal cost-sharing percentages, and maximum per-building and total project awards.

Directs the Department of Environmental Conservation to create a database listing every abandoned commercial building in need of asbestos abatement in the state, including address, square footage, and approximate age, with the initial list due to state leadership by December 31, 2024, and annual updates thereafter.

Appropriates $15,000,000 from the solid waste account in the general fund to the Department of Environmental Conservation for implementation of the program.

Takes effect 180 days after becoming law, with agencies authorized to adopt necessary rules and regulations immediately.
