Prohibits the shipment, importation, and distribution of adhesive-based rodent traps into New York State, effective immediately upon passage, applying to commercial and personal use.

Bars manufacturers, distributors, retailers, and common carriers from bringing adhesive-based traps into the state or delivering them to any person or entity located within New York.

Beginning one year after the effective date, prohibits all persons and entities from selling, offering for sale, purchasing, or possessing adhesive-based traps for any use.

Beginning one year after the effective date, prohibits setting, placing, or using adhesive-based traps to capture or destroy rodents.

Allows retailers and exterminators to sell or use existing inventory of adhesive-based traps purchased before the effective date for one year only.
