Public Service Commission must evaluate renewable energy systems by March 31, 2025, and determine whether to establish a community renewable energy program by July 1, 2025.

If established, the program allows individuals to choose to receive energy generated from renewable sources including solar, wind, hydroelectric, geothermal, tidal, wave, and fuel cells without fossil fuels.

At least 51 percent of the program's capacity must serve low-income customers as defined by eligibility for public assistance, supplemental security income, or SNAP benefits.

Nonparticipating customers cannot be charged for program costs beyond avoided costs, and financial incentives require legislative appropriation.

Commission must submit annual reports to the legislature on facilities deployed, customer subscriptions, and low-income participation, with initial report due March 31, 2025.
