Requires the New York commissioner of motor vehicles to negotiate a reciprocal driver license agreement with the Dominican Republic's National Institute of Transit and Land Transportation (INTRANT) within 90 days of the law's enactment.

Allows New York residents with valid driver licenses residing in the Dominican Republic to exchange their licenses for Dominican licenses at a nominal conversion fee without retaking knowledge or road tests.

Allows Dominican citizens with valid licenses lawfully residing in New York to exchange their Dominican licenses for New York standard licenses at a nominal conversion fee without retaking tests.

Limits the agreement to unrestricted driver licenses for individuals aged 18 or older, excluding enhanced licenses, REAL IDs, commercial motor vehicle licenses, and motorcycle licenses.

Permits either party to cancel or revoke the agreement at any time by providing three months' written notice to the other party.
