Authorizes the New York State Energy Research and Development Authority to develop and administer a temporary middle income home energy assistance program providing supplementing grants for eligible households to obtain home heating fuel.

Defines "middle income" households as those with income no more than 165 percent of area median income or the average survival budget for the county (whichever is greater), adjusted for household size.

Suspends sales and use taxes on home heating fuel (including fuel oil, coal, wood, propane, natural gas, electricity, steam, and kerosene) when purchased for residential heating purposes until July 1, 2023.

Appropriates $3,000,000 from the state general fund to support the temporary middle income home energy assistance program.

Provides that home energy assistance payments are not considered income or resources for purposes of any state law and sunsets the entire act on April 1, 2024.
