Establishes the New York urban and community tree planting and forestry program to provide education and technical assistance for urban forestry projects, including tree inventories, species selection, planting maintenance, and legacy tree programs.

Creates a 15-member working group appointed by the commissioner, including representatives from nonprofits, government agencies, academic institutions, horticultural industries, and the U.S. Forest Service to advise on program implementation.

Requires a comprehensive statewide study to be completed by December 31, 2023, on implementing the program with consultation from forestry experts and at least one public hearing.

Mandates that disadvantaged communities receive at least 40 percent of overall program benefits, with a goal of 45 percent, including workforce development, pollution reduction, and economic development benefits.

Establishes the New York urban and community tree planting and forestry program fund through the state finance law to award grants annually to eligible communities and organizations for urban forestry projects on a competitive basis.
