New York State Energy Research and Development Authority must conduct a study on converting coal-burning facilities to gas facilities by 2030, with consultation from the Department of Public Service, Department of Environmental Conservation, Long Island Power Authority, and other relevant agencies, delivering findings within 180 days of enactment.

Study must include recommendations for reducing electricity system reliance on fossil fuels, establishing competitive private sector investment programs, providing environmental and health benefits to disadvantaged communities, and creating job opportunities.

Public Service Commission must commence implementation proceedings within 90 days of study delivery and issue an order regarding implementation strategies and competitive procurement processes by July 30, 2024.

Beginning immediately upon enactment, no approval shall be granted for any major electric generating facility powered in whole or in part by coal, and no certificates for construction or operation of coal-powered facilities may be granted by the Public Service Board.

Department may establish a fund providing grants, loans, and incentives to support conversion of coal-burning plants to gas plants; Long Island Power Authority must establish a consistent program in its service territory.
