Establishes a SNAP and cash assistance fraud victims compensation program within the Office of Temporary and Disability Assistance to compensate individuals whose benefits were stolen or fraudulently obtained.

Requires the application process for compensation to be available in English and at least the ten most commonly spoken languages in New York State.

Designates the Inspector General and Attorney General to work with the Commissioner of Temporary and Disability Assistance to determine whether applicants were defrauded or had benefits stolen.

Creates a separate fund in joint custody of the State Comptroller and the Commissioner of Temporary and Disability Assistance, funded by appropriations, civil penalties from SNAP violations, and grants from government agencies.

Appropriates $1,500,000 from the general fund for the compensation program, effective immediately upon enactment.
