Requires business entities with over $1 billion in annual revenues (including subsidiaries) doing business in New York to annually disclose greenhouse gas emissions to a state emissions registry.

Mandates disclosure of scope one emissions (direct emissions), scope two emissions (purchased electricity), and scope three emissions (indirect emissions from supply chain, travel, and operations) by July 1st each year, using World Resources Institute standards.

Requires independent third-party verification of all emissions disclosures by auditors approved by the Department of Environmental Conservation.

Establishes an emissions registry to publicly post disclosed emissions data within 30 days of receipt and prohibits registries from operating where conflicts of interest exist with reporting entities.

Authorizes the Attorney General to impose civil penalties of $100,000 per day for willful non-compliance; takes effect two years after enactment.
