Defines "fossil fuel industry members" as entities with over $1 billion in annual revenues engaged in extracting, transporting, refining, or selling fossil fuel products, including crude oil, natural gas, refined fuels, and related waste products.

Prohibits fossil fuel industry members from knowingly or recklessly creating, maintaining, or contributing to conditions in New York that endanger public safety or health, directly or indirectly, including through climate change.

Requires fossil fuel industry members to establish reasonable controls and procedures to prevent pollution, greenhouse gas emissions, and deceptive environmental claims.

Declares violations of these obligations to be "climate negligence" regardless of when the underlying conduct occurred.

Grants private citizens and organizations the right to sue for damages in New York courts, while prohibiting government enforcement of the statute but allowing amicus curiae participation.
