Increases legislative salary from $79,500 to $142,000 per annum, effective January 1, 2023.

Establishes a cap on outside earned income for legislators effective January 1, 2025, limiting it to the same amount allowed for retired public service employees under Retirement and Social Security Law § 212.

Excludes certain income from the outside earnings cap, including state salary and benefits, military service compensation, intellectual property royalties, pension and retirement plan distributions, investment income, and family business income where the member provides no material services.

Creates a civil penalty of up to $40,000 plus the value of any compensation received for knowing and intentional violations of the outside income limit, enforced by the Legislative Ethics Commission.

Authorizes the Commission on Ethics and Lobbying in Government to investigate violations of the outside income provisions and refer violations to prosecutors for potential prosecution as a Class A misdemeanor.
