S. 1 - Firearms Licensing and Provisions Summary

• Requires applicants for concealed carry licenses (paragraph f of subdivision 2) to complete 16 hours of in-person firearms safety training plus 2 hours of live-fire range training, meet in person with licensing officer, provide character references, and submit social media account information from past three years.

• Creates statewide license and record database maintained by Division of State Police to monthly check granted licenses against criminal conviction, indictment, mental health records, extreme risk protection orders, and orders of protection; establishes separate ammunition sales database.

• Makes criminal possession of firearm in sensitive locations (schools, government buildings, public transportation, places of worship, protests, etc.) a class E felony; restricts firearms on private property without owner consent.

• Designates Division of State Police as state point of contact for National Instant Criminal Background Check System (NICS) for firearm and ammunition purchases, with dealers required to submit background check requests to the division; establishes background check fund with fees paid by dealers.

• Increases safe storage requirements by raising age threshold from 16 to 18 years old and requiring secure locking in vehicles; expands definition of "duly authorized instructor" to include those certified by Division of Criminal Justice Services.
