Exempts eligible facilities requests from environmental quality review under state environmental conservation law and restricts municipal building inspectors to reviewing only standard building permit documentation and information related to determining eligibility.

Allows aggrieved parties to file expedited lawsuits in supreme court within 30 days against municipalities that violate or fail to comply with the article's provisions.
