Directs the Public Service Commission to establish a self-directed clean energy program for industrial, commercial, and large energy users within 45 days of the law's effective date.

Allows eligible customers (those with 36-month average demand of 2+ megawatts individually or 4+ megawatts aggregated) to redirect clean energy surcharges into energy savings accounts for efficiency improvements, renewable energy, and distributed energy resources like rooftop solar and microgrid deployment.

Requires participating customers to develop optimization plans, provide biannual progress reports, and submit baseline energy use data; establishes mechanisms to measure and verify energy savings and recoup funds if savings targets are not met.

Permits participants to self-direct a majority of their surcharge contributions to qualifying projects, with up to 1 percent allocated to program administration, measurement, and verification.

Mandates that unused surcharges remaining in energy savings accounts after seven years revert to the original purposes of the surcharges and requires annual reporting to the governor and legislative leaders.
