Amends the Private Housing Finance Law to expand enforcement powers of the commissioner and supervising agencies over limited profit housing companies that violate laws or regulatory orders.

Changes language from "may, in addition to such other remedies as may be available, commence" to "shall take such steps, as may be necessary and proper to effect such remedies as may be available," making enforcement mandatory rather than discretionary.

Allows remedies to include commencing actions in New York Supreme Court to stop violations, with authority for courts to appoint temporary or permanent receivers.

Takes effect immediately upon enactment.
