Landlords must provide tenants signing a vacancy lease with written notice of rent amounts paid by previous tenants for the four years immediately prior to the vacancy

Notice must be in a form promulgated or approved by the state Division of Housing and Community Renewal and must explain how the new rental amount was calculated relative to the most recent annual registration statement

Division of Housing and Community renewal must order landlords to furnish the notice upon tenant complaint, with landlords having 20 days to comply

Landlords who fail to comply with the notice requirement forfeit the right to collect any guidelines lease adjustment authorized for the current lease from its commencement date; providing the notice eliminates this penalty prospectively

Act takes effect immediately with provisions expiring on the same date as the underlying rent regulation law under section 26-520
