Amends Public Health Law Section 4364 to add four new factors for the Department of Health to consider when reviewing applications to operate a bank or storage facility

Requires applicants to demonstrate ability to moderate and record temperature with an adequate alarm notification system

Requires applicants to establish a chain of custody for specimens and administrative, technical, and physical safeguards to protect patient records

Authorizes the Commissioner of Health to promulgate rules and regulations necessary to implement these provisions

Takes effect 90 days after enactment, with authority to complete regulatory implementation before the effective date
