Establishes Article 163-A in Education Law to create licensure for Licensed Professional Music Therapists (LPMT) and Licensed Clinical Music Therapists (LCMT) in New York State.

LPMT requires baccalaureate degree in music therapy, 1,200 hours supervised clinical training (180 pre-internship, 900 internship), national board certification, and $175 initial fee plus $170 triennial registration fee.

LCMT requires master's degree or higher in music therapy, 1,500 hours post-master's supervised experience, national board certification, and same fees as LPMT; includes authority to assess and treat mental health disorders through music therapy.

Creates State Board for Music Therapy with 12+ members (5 LPMT licensees, 5 LCMT licensees, 2 public members) appointed by Board of Regents to oversee professional standards and conduct.

Mandates 36 hours of continuing education every three years (24 hours in music therapy scope, maximum 12 hours self-instructional), triennial registration, and prohibits music therapists from prescribing drugs, performing invasive procedures, or treating serious mental illness without physician consultation; effective 24 months after enactment.
