Authorizes the New York State Thruway Authority to issue annual short-distance commuter permits allowing free travel between interchanges 34-A, 35, 36, 37, 38, and 39 in the Syracuse area.

Permits valid only for travel within the specified permit area and may be restricted to peak commuter hours.

Allows the authority to offer discounted permits if an audit by a certified public accountant demonstrates that free permits cause significant revenue loss, subject to board resolution and at least one public hearing.

Takes effect 120 days after becoming law and expires and is repealed 10 years after the effective date.

Requires the Thruway Authority to promulgate necessary rules and regulations before the effective date.
