Amends General Municipal Law Section 103 to allow municipalities to purchase materials, equipment, supplies, or contract for services through other political subdivisions or districts within the state, in addition to their own county or other counties.

Requires that any municipality using another municipality's contract must accept sole responsibility for payment to the vendor or contractor.

Mandates municipalities consider cost savings across all factors including service charges, materials, and delivery before using inter-municipal contracts.

Prohibits municipalities from using county or inter-municipal contracts when they have received bids for the same purchase unless the contract terms are at a lower price than the competitive bids received.

Takes effect immediately, with provisions subject to expiration and reversion dates established in prior law.
