Requires utilities to obtain approval from both houses of the legislature by majority vote before implementing any increase in rates or charges that have been filed with the Public Service Commission.

Mandates utilities submit a written report to the legislature at least 180 days before a proposed increase takes effect, including justification for the increase and information about the utility's current financial condition.

Allows the legislature or its appropriate committees to request additional data or information deemed necessary to evaluate the proposed increase.

Prohibits rate increases from taking effect unless the legislature finds the increases are necessary to produce sufficient revenue for service provision, maintenance, and infrastructure operation, and approves them by majority vote in each house.

Takes effect immediately upon enactment.
