Repeals existing restrictions on absentee voting and establishes that any qualified voter may vote as an absentee voter without requiring a specific reason.

Requires boards of elections to mail absentee ballots and postage-paid return envelopes to all registered and qualified voters no later than 30 days before each election.

For primary elections, boards shall only deliver the ballot of the party in which the voter is enrolled, and shall not send ballots for uncontested primary elections.

Allows voters to request their absentee ballot be mailed to an alternate address if they expect to be absent from their county or city of residence.

Takes effect immediately upon passage.
