Establishes the "local government procurement modernization and transparency act" allowing political subdivisions to post bid requests on the New York State Contract Reporter website as an alternative to traditional newspaper notice procedures.

Requires political subdivisions adopting online bid notification to first pass a local law authorizing the method, then publish notice of adoption once weekly for three consecutive weeks in a newspaper of general circulation.

Mandates bid requests be continuously posted for at least five consecutive days on both the political subdivision's website and the State Contract Reporter website before the bid opening deadline, with the first posting day not counted but the bid opening day counted.

Requires website postings to include bid specifications or a summary with statement that complete specifications are available at the clerk's office, along with bid delivery address and date, time, and place of public bid opening.

Allows political subdivisions to continue publicizing bid notices through additional methods beyond the online posting requirements and does not restrict newspapers from independently publishing bid information.
