Requires the chair of the Workers' Compensation Board, in consultation with the board's medical director, to biennially (every two years) prepare and establish fee schedules for medical treatment and services under workers' compensation law.

Changes the physical therapy fee schedule requirement from requesting "a recognized professional association representing physical therapists" to specifically requesting the New York Physical Therapy Association for fee recommendations.

Applies the biennial fee schedule requirement to podiatric, chiropractic, and psychological treatment and care services under workers' compensation law.

Requires the chair to publish a revised fee schedule no later than one year after the act's effective date, with subsequent biennial schedules published in final form on January 15th every other year.

Preserves the chair's authority to make fee schedule adjustments outside of the biennial publication schedule.
