Requires insurers and health plans to pay nonparticipating or nonpreferred ambulance service providers directly at usual and customary charges when the provider has an executed assignment of benefits on file.

Allows insurers to negotiate rates with ambulance service providers, and if no agreement exists, insurers must pay at usual and customary charges that are not excessive or unreasonable.

Permits insurers to maintain different benefit levels and coinsurance percentages between participating/preferred providers and nonparticipating/nonpreferred providers for ambulance services.

Requires insurers to provide written notice to the insured when payment is made directly to an ambulance service provider.

Takes effect January 1, 2025 and applies to health care claims submitted for payment after that date.
