Requires owners of multiple dwellings in cities with a population of one million or more to designate a secure space for package delivery when the owner has not arranged direct delivery to occupants.

Secure package space must be locked, accessible only to staff/residents/delivery personnel with a key, monitored by camera or surveillance device, and located outside the building vestibule or lobby.

Building staff must deliver packages directly to resident doorways if no secure space is available in the building.

Prohibits building owners from passing creation costs of a package room to tenants.

Holds building owners liable for full replacement cost of lost or stolen packages if tenants provide evidence of loss and value; police reports are not required.
