Establishes that failure to comply with mailing notification requirements creates a presumption that such mail cannot be used to challenge voter qualifications.

Requires non-inspector/clerk challengers to file a challenge affidavit with the board of inspectors that includes the challenger's identity, employer, specific reasons for the challenge, and whether the challenge is based on personal knowledge or information from another person.

Mandates that challenge reports include the name and address of non-inspector/clerk challengers and requires challenge affidavits be preserved with election records in secure containers.

Takes effect January 1, 2024.
