Secretary of State shall prepare and distribute a model comprehensive outdoor lighting ordinance to cities, towns, and villages in consultation with the New York State Energy Research and Development Authority, Commissioner of Transportation, and Commissioner of General Services.

Model ordinance aims to save energy, reduce unnecessary glare, and reduce unnecessary sky glow from outdoor lighting.

Defines "glare" as light from a luminaire that causes reduced visibility or momentary blindness by shining directly into viewers' eyes.

Defines "sky glow" as illumination of the nighttime sky resulting from upward-shining light that is reflected off atmospheric molecules and particles of dirt and moisture.

Act takes effect immediately upon enactment.
