Establishes a crisis intervention demonstration program in cities with populations of one million or more to assist law enforcement in responding to mental health and substance abuse crises.

Creates a crisis intervention team training program coordinator position within the Office of Mental Health to coordinate training with law enforcement agencies and develop community partnerships.

Requires law enforcement training programs to include a minimum of 40 hours of mandatory training in mental health issues for current and new employees.

Establishes a crisis intervention team training fund consisting of up to $1 million from the state general fund, plus federal and private grants, to support training and community coordination costs.

Creates a 13-member advisory committee including mental health consumers, family members, law enforcement representatives, and advocates to review program effectiveness and make recommendations; program expires after 5 years.
