Establishes the State Chronic Pain Management Education and Training Council with 25 members to advise on chronic pain treatment best practices, interdisciplinary care coordination, and education policy.

Requires the Commissioner of Education to establish standards for chronic pain education in health care professional licensing and continuing education programs, with compliance required for initial or renewed licenses on or after January 1, 2026.

Authorizes grants up to $2.5 million annually for undergraduate medical education and up to $2.5 million annually for graduate medical education programs in chronic pain treatment and management.

Directs the council to develop continuing education course materials and make recommendations for curriculum standards that address interdisciplinary cooperation and cost-effective chronic pain care.

Allows the Department of Health to designate regional or statewide chronic pain practitioner resource centers to provide technical support and guidance to health care professionals on chronic pain management strategies.
