Establishes a wage data clearinghouse administered by a New York academic institution with expertise in labor data analysis, selected through a request for proposals process.

Authorizes funding of up to $600,000 to the selected academic institution, subject to appropriation.

Creates a 12-member statewide advisory board including representatives from SUNY, the Education Department, Department of Labor, superintendents, community colleges, and six public members appointed by legislative leaders.

Requires the Department of Labor to provide unemployment insurance and wage data to the clearinghouse to evaluate workforce development program effectiveness and identify training gaps to meet employment needs.

Mandates the clearinghouse protect personally identifiable information, release aggregated reports and data on the Department of Labor website, and submit program evaluations to the budget director and legislative committees annually initially, then every four years thereafter.
