Grants peace officer status to security officers employed by Rochester Regional Health at Rochester General Hospital and Unity Hospital campuses and facilities.

Peace officers have limited powers: arrest authority, search and seizure, stop and frisk, questioning, detention, and entry into premises (excluding firearm authority unless separately licensed).

Authority extends beyond hospital grounds only when requested by local law enforcement chief to transport arrested individuals when no local officer is available.

Officers may detain individuals for reasonable periods while awaiting law enforcement arrival if they have actual knowledge or probable cause that a crime was committed.

Firearm possession, carrying, repair, or disposal requires separate licensing under Penal Law Section 400.00 and is not authorized by this status.
