Requires insurers to cover services delivered through store and forward technology and telehealth on the same basis as in-person services, including prescription drug coverage.

Prohibits insurers from excluding coverage for services delivered via telehealth or store and forward technology if the service is otherwise covered under a policy, though co-payments, coinsurance, and deductibles may apply if at least as favorable as in-person services.

Mandates that all insurance policies providing prescription drug coverage include coverage for contraceptive care delivered through store and forward technology.

Requires health insurance networks to be adequate to meet telehealth needs of insured individuals when medically appropriate.

Amends the definition of "store and forward technology" to mean asynchronous electronic transmission of a patient's health information from an originating site to a telehealth provider at a distant site.
