Establishes a retirement benefit review panel under the comptroller consisting of at least fifteen members with expertise in state retirement systems, service credit, retirement options, and inter-system transfers.

Allows any three panel members to sit as a team to review individual cases, with panel members required to exercise independent professional judgment without pressure or retaliation.

Enables retirement system members who have exhausted relief through section 803, hearings, or other legal provisions to have their cases heard before the panel, which may admit relevant testimony and evidence.

Grants the panel authority to make final determinations regarding relief sought by applicants, with no further appeal available.

Takes effect one hundred twenty days after becoming law, with immediate authorization for the comptroller to promulgate necessary rules and regulations.
