Proposes constitutional amendment to Article 11, Section 1 to expand the state's education obligation from "common schools" to "quality education from prekindergarten through undergraduate degrees or certification programs offered in post secondary schools"

Changes language from "children" to "pupils" throughout the constitutional education provision

Requires the amendment be referred to the first regular legislative session after the next general election of assembly members

Mandates the proposed amendment be published for 3 months prior to that election, in accordance with Article 19, Section 1 of the state constitution
