Amends Section 1 of Article 2 of the New York State Constitution to explicitly include incarcerated people in correctional facilities as entitled to vote in all elections, provided they meet age and residency requirements.

Removes language from Section 3 of Article 2 that authorized the legislature to enact laws excluding persons convicted of bribery or infamous crimes from voting rights.

Requires the proposed constitutional amendment to be referred to the first regular legislative session after the next general election and published for 3 months before that election, per Article 19 requirements.

Requires Senate and Assembly concurrence as this is a concurrent resolution proposing a constitutional amendment.
