Prohibits municipalities from allowing police officers to carry or use firearms during on-duty employment unless they have completed training meeting or exceeding municipal police training council minimum standards for deadly physical force and firearms use.

Requires police officers to receive annual instruction in the use of deadly physical force and firearms that meets or exceeds minimum standards established by the municipal police training council.

Mandates employers conduct or provide training with sufficient frequency to ensure no negative impact on officers' on-duty employment due to lack of available training.

Prohibits transferring police officers from their precinct, command, assignment, post, squad, or tour of duty as a result of the employer's failure to provide required training.

Does not impair police officers' ability to carry firearms while off-duty, regardless of employer's training provision failures; effective January 1 following enactment.
