Expands the definition of "act of terrorism" in Penal Law Section 490.05 to include knowing, unlawful discharge of a firearm or use of a knife intended to cause physical harm or death based on beliefs or perceptions regarding race, color, national origin, ancestry, gender, gender identity or expression, religion, religious practice, age, disability, or sexual orientation.

Applies the expanded terrorism definition when such acts occur within 1,000 feet of school grounds, places of worship, or places of business with employees, or within 1,000 feet of a mass gathering of more than 25 people.

Includes damage to private or public property motivated by such beliefs or perceptions within the same locations and distance parameters as qualifying terrorism acts.

Amends the terrorism statute (Section 490.25) to include acts intended to affect the conduct of schools, houses of worship, businesses, or mass gatherings by murder, assassination, or kidnapping.

Takes effect immediately upon enactment.
